The Weiss Loyalty Program does something I've rarely seen: it pays its best cashback rate in the middle of the ladder, not at the top. From Level 2 through Level 15, daily cashback sits at 13%, while the highest tier, Level 30, pays 10%. For most of the climb this is wagering-locked cashback - the money carries a 1x requirement, so it cannot be withdrawn until that is cleared, which makes it a different product from cashback paid straight to the balance. A 1x requirement is about as soft as wagering gets, but it still puts a step between receiving the funds and cashing out.
Thirty levels is a long ladder, far past the usual 5–10. The climb itself is unusual. Cashback holds at 13% for a long stretch, drops to 5% at Level 16, and only starts rebuilding at Level 21, where it moves from 6% up through 7%, 8%, 9% and finally 10% at the top. One quirk sits at Level 14, where the wagering requirement on cashback jumps to 4x for that single tier before settling back to 1x.
From Level 21 onward, the wagering requirement disappears entirely, which is where the advertised daily cashback with no wager kicks in. That no-wager money tops out at 10%, within the 5–15% range most programs pay, though it sits lower in that range than the 13% mid-tier players receive. The practical trade-off is clear: lower wagering at the top, a higher rate in the middle.

This setup suits regular mid-volume players best - they collect the strongest rate in the program without needing to reach the summit.
